Raspbian is a fork of Debian optimized for the Raspberry Pi. The difference between Debian and Arch is that Arch does not provide any ARM compiled packages, Debian does.

For example, Debian has builds of for arm64, armel, and armhf. Though, Debian does provide builds for ARM but it doesn't really optimize for any particular device or setup. Debian is also not very user-friendly in general and certainly not user-friendly when setting up on a Pi.
