According to above experiment, I think there might be some corrupted component of your Visual Studio. Would you please try the Svcutil command in another computer with Visual Studio installed? To repair the Visual Studio, you can go to Start menu -> Control Panel -> Uninstall a program -> right-click the Microsoft Visual Studio 2010 in the program list -> click Uninstall/Change. In the coming window, choose repair.
